The tap water plant in the urban area of Jianyang is invested and built by Jianyang Haitian Water Co., Ltd. The project completed its preliminary phase by the end of 2016, started construction in early 2017, and commenced operation in May 2018.

The total area of the project is 58 acres, with 54.5 acres being usable land. It is being developed in two phases. Phase I, constructed under the BOT model, has a treatment capacity of 49,000 m3/d and has been completed. Phase II, which is being financed by the water supply company, will also have a treatment capacity of 49,000 m3/d and is under construction. Once completed, the total daily treatment capacity will reach 98,000 m3/d. The total building area is 6,266.86 m², with a plot ratio of 0.16. The green area is 13,500 m2 (approximately 20 acres), with a green space ratio of 37.14%, giving the plant a garden-like environment.

The plant sources its water from the Zhangjiayan Reservoir. In addition to the conventional treatment processes of coagulation, sedimentation, filtration, and disinfection, powdered activated carbon adsorption and potassium permanganate oxidation are introduced before the sedimentation tank, while flotation and other processes are added after sedimentation to guarantee water quality. The sludge produced during the treatment process is dewatered and then sent to the landfill.

The plant is surrounded by a high-voltage protective fence, with a security guard stationed at the gatehouse, working 24 hours a day, along with regular patrols. Monitoring cameras provide full coverage of the premises. The security system meets the national requirements for water plants. The central control room ensures comprehensive monitoring of both plant safety and equipment operations, with automated control. The plant employs certified laboratory staff, and water quality is in line with the GB5749-2006 Standards for Drinking Water Quality.
