Since its establishment in February 2023, the Party committee of the Group has always adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented the spirit of the 20th National Congress of the Communist Party of China, innovatively created the "Clear Waters for Far-reaching Impact" Party Building brand. It has established the "Four Clear Projects" working system, deepened the integration of Party building with production and operations, and provided solid political assurance for the high-quality development of the enterprise.

The Party Committee of the Group has established 16 subordinate Party branches (including branches in preparation), with a Party membership exceeding 300, achieving full Party membership coverage within the leadership team. Comrade Zhang Xia, Chairwoman of the Board, serves as the Party Committee Secretary. Other senior leaders including Executive Vice President Zhong Yinghai, Vice President Jiang Peiting, and President Assistant Pan Ting are all Party members. Each branch strictly aligns with the "Five Basics" development standards, implements the "One Branch, One Brand" initiative, and has successfully established distinctive Party building brands such as the Xinjin model "Party Building Leads in Serving People's Livelihood" and the Jintang model "Green Pioneer." In 2024, the Group expanded its collaboration network by establishing 11 new Party Building Alliances, forming a new framework for regional Party building cooperation.

Brand Building

The Party Committee of the group has innovatively built a "four-clear" (Clear Waters Shape the Soul, Clear Sources Strengthen the Foundation, Clear Integrity Unites Strength, and Clear Atmosphere Escorts Progress) Party building system. Through the "Clear Waters Shape the Soul" approach, they have strengthened theoretical education, and have organized a total of 103 various study sessions, achieving full coverage of Party member education; By "Clear Sources Strengthen the Foundation", organizational infrastructure was consolidated, helping all 16 Party branches meet standards and form a distinctive Party building brand matrix; The Clear Integrity Unites Strength initiative, through a mentorship program, has trained over 340 technical key personnel. Focusing on "Clear Atmosphere Escorts Progress", the Group has maintained a "zero disciplinary violation" record for three consecutive years. This integrated approach has been recognized as an "Outstanding Case of Enterprise Party Building Innovation," trailblazing a path led by Party building with distinctive the characteristics of public utilities and provides strong political and organizational support for the enterprise's high-quality growth.

The Group's Party Committee has been honored with titles including the "2024 Advanced Grassroots Party Organization in Emerging Fields of Sichuan Province" and the "2024 Advanced Grassroots Party Organization of Chengdu." Notable achievements in scientific innovation include the establishment of a national-level technology center and a postdoctoral research workstation, the authorization of 107 patents (including 1 international patent), the publication of 66 high-level papers, and 3 monographs. The integrated "Water-PV-Hydrogen-Storage" project received a Provincial-Level Science and Technology Progress Award.
