The Yibin Yangwan Wastewater Treatment Plant is the first garden-style eco-friendly wastewater treatment plant in southwestern Sichuan. It is part of Yibin's public welfare initiative, a key environmental protection project, and an infrastructure project focused on energy conservation and emission reduction. The plant is built and operated by Yibin Haitian Water Co., Ltd. under the BOT model. The wastewater treatment plant occupies 71 acres and is situated in Liangjiang Gou, Baisha Bay Street, Yibin Lingang Economic and Technological Development Zone. It is designed with a total treatment capacity of 120,000 tons per day, to be constructed in two phases (60,000 tons / phase). The plant mainly collects domestic wastewater from Yibin's old city (including Zhongba), Jiuzhou, Caiba, and the western Baisha area. The treatment process employs an enhanced A/A/O + MBBR activated sludge system for secondary biological treatment, denitrification deep-bed filtration, UV disinfection for further purification, and a biological deodorization system. The effluent water quality meets the standards set by the Water Pollutant Discharge Standards for the Minjiang and Tuojiang River Basins in Sichuan Province (DB51/2311-2016). The wastewater treatment process is carried out in a completely enclosed environment within the biochemical tank. Odors produced during the treatment are processed by a biological deodorization system to ensure harmless treatment and to ensure they meet discharge standards before being released. The sludge generated is dewatered and then safely disposed of, with a focus on resource recovery, thus avoiding secondary pollution and any sensory impacts on the surrounding environment.
The Yibin Yangwan Wastewater Treatment Plant project strictly adheres to environmental protection principles such as green design, noise reduction, odor elimination, and sanitation. The plant's roads are fully paved, asphalted, and illuminated. The project strictly follows the "Three Simultaneities" of environmental protection during construction and aims to create a garden-style, landscaped wastewater treatment facility. It is effectively integrated with the Baita Mountain Forest Park and the green belt along the Riverside Landscape Avenue. Phase I of the project was launched in September 2016, with water operations beginning in June 2017. Phase II started construction in October 2019, and joint commissioning started at the end of December 2020. Once the project was completed, it addresses the environmental governance needs of Yibin's main urban area, Cuiping New District, and Sanjiang New District, greatly improving the water pollution in Yibin.
