The Yibin Urban and Rural Sewage Facility Unified Construction, Management, and Operation PPP Project is a PPP project invested, built, and operated by China Communications (Yibin) Investment & Construction Co., Ltd. under China Communications Construction Group Co., Ltd. ("CCCC"). The project covers 49 towns and townships across 5 counties (or districts) in Yibin City, including Cuiping District, Xuzhou District, Nanxi District, Changning County, and Xingwen County. It includes the construction and operation of urban and rural sewage facilities, supporting pipelines, river and waterway management, the treatment of black and odorous water, and some municipal roads in the surrounding areas. Our company has currently completed the installation and commissioning of process equipment, pipelines, and electrical control systems for 47 projects across 3 districts and 2 counties in the scope of the project.
This is an eco-environmental project primarily focused on sewage treatment and environmental management. The successful ution of the project will enhance Sichuan Longyuan Construction Co., Ltd.'s experience in construction and operation within the ecological and environmental sector, which is of great significance for future participation in similar projects and expanding its external business. Additionally, this project is a major initiative under the Three-Year Plan for the Development of Urban Sewage Treatment Facilities in Sichuan Province. Its construction and operation will significantly drive the comprehensive sewage treatment and water environment protection in Yibin, supporting the construction of the Yangtze River Ecological Capital, and making an important contribution from our company.
The total investment of the project is approximately RMB 1,947.3426 million, and it is based on the "PPP+BOT+TOT" model. Yibin Qingyuan Water Group Co., Ltd., representing the government's investment, holds 5% of the shares; CCCC Fourth Highway Engineering Co., Ltd. holds 85%; Haitian Water Group Co., Ltd. holds 9%; and China Municipal Engineering Southwest Design Institute Co., Ltd. holds 1%. The construction and installation cost amounts to RMB 1,401,500,000. The total investment for the new / expanded projects is RMB 1,840,230,100, implemented under the BOT model. The transfer price of the operational rights for the existing projects, evaluated at RMB 107,112,500, is uted under the TOT model.
The effluent meets the Grade A standard requirements of the Discharge Standard of Pollutants for Municipal Wastewater Treatment Plant (GB18918-002). The main process includes a "screening + regulation tank + integrated sewage treatment equipment (combining anaerobic + anoxic + aerobic MBBR + secondary sedimentation tank + filtration + and ultraviolet disinfection in one system) + effluent that meets discharge standards."
